Dr. Kadkhodaei: Iran’s Constitution A Pioneering Democratic Model

Tehran – Dr. Abbas Ali Kadkhodaie, head of the Constitutional Council Research Institute, characterized the Islamic Republic of Iran's Constitution as a unique democratic model, arguing that it diverges significantly from Western paradigms by integrating religious principles and popular participation within a distinct framework.
Speaking at the 26th Sheikh Tusi International Research Festival, Abbas-Ali Kadkhodaei lauded the event's focus on religious democracy and described the Islamic Republic of Iran’s Constitution as a leading democratic model distinct from western models.
“Republicanism and Islamic principles are inseparable”, he quoted Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei, arguing that “Islam has attached great importance to popular participation and contribution. In fact, Islam rejects secular democracy”.
According to the Iranian jurist, Imam Khomeini established Iran's modern Islamic government, rooted in popular participation and Islamic principles, as reflected in the constitution.
Kadkhodaei proposed Iran's Constitution as a model for Islamic nations, citing its balance of religious law, governance, and public involvement.
He also urged the active global promotion of Islamic teachings to counter external influences.
The head of Iran’s Constitutional Council Research Institute also called on academics to contribute to a forthcoming international conference on “People’s Rights and Legitimate Freedoms” slated to be held on December 3, 2025.
The event will be held with the aim of studying Ayatollah Khamenei’s Seerah and thoughts regarding people’s rights and legitimate freedoms, outlining an ideal system of people’s rights and legitimate freedoms grounded in the intellectual foundations of Ayatollah Khamenei’s thoughts and ensuring the protection and promotion of people’s rights and legitimate freedoms based on Ayatollah Khamenei’s thoughts.
